Take a look at <Drive>\%ORAHOME%\FORMS45\PLSQLLIB\D2kwutil.pll
Package WIN_API_DIALOG -> Open File
The advantage is that you can use any drive or directory to pick up picture-files in the typical windows-style ( If you work with WinXX... )
