[Newbie] : SQL*Plus and users

[Quoted] I have the user "oracle" on my solaris 2.6 machine, he is part of the sys/dba group, so, of course, he has access to sqlplus. I've got another user called "seb" (/export/seb) who is a member of the group user and doesn't have access to SQL*plus.
