It's easier to build the prototype HTML in a WYSIWYG HTML editor (DreamWeaver is a good choice) and then just wrap all of it in htp.print() statements. Will save you a lot of time. Then you can modify it by adding PL/SQL logic for dynamic content.
There's also a free Oracle tool called WebAlchemy, which would do pretty much the same thing - take HTML and translate all the tags into htp.whatever syntax. It was .. so-so. It did not understand some of the more advanced tags.
