Oracle Developer 2000 2.1 was the name for the old version of the suite that contained Forms 5, Reports 3 and Graphics 2.5
Oracle Developer 6 contains Forms 6 Reports 6 and Graphics 6 these are the latest release of the products right now.
I would certify on R6 if you want to be up to date.
