WebDB 2.2 bulkload package

Has anyone successfully used this package that is distributed with WebDB 2.2 in the Extras directory? The documentation looks pretty straight-forward enough, but I can't make it load a simple text file into my test site.

I'm running ORACLE 8.1.5, NT4-sp4, WebDB 2.2
