Oracle in their wisdom have decided that the DBMS_* packages are not supported from Developer 6 (and it probably applies to forms 5 as well!).
As far as I can see, the calls to DBMS_* packages don't work from the forms version of PL*SQL 8 and instead of fixing it, Oracle have just declared it "unsupported"!
