interMedia - RPC

Has anyone come across on folowing problem: I use intermedia Clipboard and I'm trying to upload image into database. When I try to upload the following massage is display: ORA-28575: unable to open RPC connestion to external procedure agent. Intermedia clipboard works normally when I'm trying tu insert or upload data columns.
