SQL-Loader is always an essential part of Oracle. Check your oracle_home\bin directory for sqlldr81.exe - that's the loader. When executing the exe-file in your dos-box without any parameter the loader prompts the parameters available.

Check your environment variables - did you specify a variable ORACLE_HOME pointing to oracle_home\bin (e.g. orant\bin) or is that directory part of your path? Check the registry-settings for oracle in the software-hive.

The loader must be present and working for a successful webdb-installation (see webdb-file winst.cmd; during installation of webdb tables of the webdb-repository are bulk-loaded via loader).

If you encounter any errors during installation of webdb, you could try manual installation (described in maninst.htm).
