webdb security

The potential is there for a great tool for small database access, but some areas are rough. We were having trouble with this in version 2.1 so I upgraded to 2.2 and it still works the same.

 I am just starting me web application with a simple report on an existing table. I have set up the report for public access because site admin only sees webdb components if there is public access. I thought to fix this, I would set up security via site folder administration and only give a certain role (purchasing) to have access to this folder. In the folder I have the report for purchasing to use. I created a user with only connect priveleges only. I call up the site and no folders show up which is what I expect. If I log in as the 'dumb' user, the folder shows up and he is allowed to go into it. Of course once there he can run the report. I have links in the report that allows update, and a different report that does not for query only users. I can't seem to lock them out of the update folder. Any ideas what is wrong?
