WebDB Listener problems (newbie)

I have Oracle8i installed on Solaris 2.6 and it seems to be working fine. However, I have installed WebDB and WebDB Listener on the same system and I can't get it to work.

I have added a tnsnames.ora entry for WEBDB using netec. If I set the port number to 80 (in netec for the WEBDB service) the test option fails. If I set it to 1521 it works (so I have it set to 1521). I have then issued the command:
  lsnrctl start
which seems to be successful.

When I start the WebDB Listener using:
  wdbstart dblon18450 80 &
it takes less than a minute for the background process to finish and it doesn't seem to have left any extra process running anywhere. BTW the name dblon18450 is the hostname of the SPARstation that I have installed the Oracle software on.

From Netscape (on the same SPARCstation) I enter:   http://dblon18450:80/WEBDB
and I get the error:
  Netscape is unable to locate the server dblon18450:80   Please check the server name and try again

Help!!!!
What have I done (or not done) wrong?
