I ran across the ORAVSN8.dll problem also. I was able to solve it by going to another NT machine and copying the ORAVSN8.dll file to my machine putting the file in the Oracle BIN directory.

Execute the loader command from the DOS/COMMAND prompt on NT (Windows). I also mount myself in the directory where the files are before executing the loader. That way you don't have to get into typing paths.
