While you can run the Oracle server and OAS/Dev server on the same box, I would recommend separate boxes. The last time I looked at O8i, the minimum [Quoted] recommend ram was 128MB and I would recommend more yet (512 if you can afford it). Again, the last time I looked at OAS, the minimum recommended ram was 128MB and, Yes, you should at least double it.

Check http://technet.oracle.com for exact recommendations for the platform you are considering. Due to the way Oracle pricing works you will have to contact your local office to get "exact" pricing for each product.
