Possible solution 1:
In case of Oracle 8i it is recommended to install Designer 6.0 first. After Designer has been installed,
you can install Oracle 8i. You can try this procedure as well for PO815. Possible solution 2:
I've installed PO815 + DEV 6 + DES6 on a standalone W98 platform. First PO815, than DEV6 and finally DES6.
I encountered the same problem with DES6 but after a few attempts (of opening and closing the CDROM player) it finally could determine the oracle_home of Developer 6. I've installed DEV6 in another directory (not the PO815 directory).
