Basic : Building tables with Forms 4.5 after installing D2k

Hi,
I am new to Oracle. I have installed D2k and Personal oracle 8 on my PC OS: Windows 98 ) at home. The SQL Plus 8 works fine. But when I launch the Forms 4.5 and try to build tables/connect using scott/tiger there is a message ' no interface driver' that pops up !

Is there some thing wrong with the installation ? Please let me know as I am right now in the process of uninstalling and reinstalling d3k for the 5 th time.
