Why did you connect to http://localhost/ via your ISP provider ?

try to ping 206.132.239.119,
try to ping localhost (it will show you the IP address: is it the same like
the above).
I think that your web server is not up or is not bound to the correct adress
IP and the port (default 80). Try to access to the administrator page and
correct it.
