Mike,

   Forms default behavior is to treat the first navigable item in the first block as the 'first item' and to navigate through the items and blocks in the order they appear in the Object Navigatior. If this is the cause of your problem, just change the item's position in the Object Navigator. If not, some property of this or another item, or a trigger, is causing this to happen.
