In the release notes, it says:

If the only Oracle home directory on the machine where you are installing WebDB is an Oracle8i home, the WebDB installer will

     prompt you to install to a different Oracle home. Make sure that [Quoted] you provide both a new directory path and a new name for the

     WebDB Oracle home that is different from the Oracle8i home.

So, I gave the installer a new name called WEBDB_HOME and path d:\orant\webdb . The installer then prompts for typical/custom install [Quoted] and SYS password and get the message:

PL/SQL Toolkit does not support multiple installations, and therefor cannot be installed on 'WEBDB_HOME'. It can only be installed on 'DEFAULT_HOME'. In order to install PL/SQL Web Toolkit, please run installer again and select 'DEFAULT_HOME' as the target location.

But, selecting DEFAULT_HOME does not work (see above). The same thing [Quoted] happens when installing Designer.
