WebDB and ORA-21779: duration not active

I am exploring WebDB 2.1 downloaded from the Oracle Technology Network. I installed it in Oracle 8.0.3 (both on the same NT machine).
Almost everything works fine, but when I create or edit forms, I often get: 'ORA-21779: duration not active', and sometimes 'ORA-03114: not connected to ORACLE'. This happens rather unpredictably and sometimes (if other operations are performed in the meantime) the DB 'recovers' and I can finish editing/creating.
Could this problem be fixed somehow?
