Q: Copy data from Oracle to ODBC Database: Which tool to use

I have a need to copy data from tables in Oracle to tables in an ODBC database. In which tool can I program this functionality? Requirements:
- something "lightweight". The machine on which this will run has little
more than SQL Net and ODBC connections to Oracle and the target database. So preferably no complex installations to run a simle utility.
- Needs to be able to run in an automated way, I.e. not drag and drop,
because quite a few queries need to be written.

Which tool would YOU use to deliver this functionality? We are considering Visual Basic, but there MUST be alternatives.
