No surprise at all ! Many of the Oracle 8.1.5 interactive utilities operate like this for me, especially when there are many connections to the Oracle service.
That is why I use TOAD (www.quest.com/index.asp) and Golden (www.benthicsoftware.com) for many of my tasks.
