Dynamic sizing and Dynamic PDF Forms via Oracle Report Server

We are evaluating Oracle Reports and Actuate. Our requirements explicitly require that the reports generate PDF files.

The reports will be triggered via an ASP generated HTML form or a custom form that, hopefully, can be defined in Oracle reports. The form will have representative column values that a user can choose either by checkboxes and/or drop down boxes. Given that this report will be generated dynamically, we would like the option of organizing the column values from top to bottom and the columns dynamically sized to for the greatest return value for that return set. The PDF form cannot be a canned template but generated on the fly from the picks by the users input.

Can Oracle Reports do this and how?
