There are NUMEROUS ways to do this...OAS is one way, I'd suggest that you also look at Oracle's WebDB....not a bad system for building QUICK websites (you lose a little in flexibility, but gain big time in the Rapid Application Development department). Could also use your own webserver and just load the WRB/Cartridge interface for Perl if you just want the linkage to the database.
