Account Detail Call Button Greyed Out

Hi,
I have enabled record a call under collections for a specific responsibility. This option works fine, but the call button on Accounts Detail and Customer Account is grayed out. I am using 10.7 SC 161 and this is not a new install. We had taken record a call away from a specific responsibility. We gave it back and the call button in Accounts Detail and Customer Account no longer work. I have not changed any code only removed the responsibility and at a later date added it back. There has been no modifications to the Apps. Any help would be greatly appreciated.
