OK, one more thing.
When you point your browser to the "http://...:8080/admin_/gateway.htm" what do you see?
You probably have a DAD (database access descriptor) called WebDB or something.
In the Connect String box, you should have something that matches your TNSNAMES.ORA on the machine which hosts WebDB (and the database).
