Connecting Oracle Developer to PO8

I'm making tests with Developer and PO8. I have SQL*Net v2 and Net8 installed. When I try to connect to my PO8 database with Oracle Developer v2.1, the tool simply does'nt connect, with no error messages. How can I connect to my PO8 databse without starting the listener (because it crashes on Win98)?

I remeber there is a registry manipulation we can do to specify to user Net8, but i'm not sure about it.
