I'm not sure about distinct captions, but if you create (at design time) the button on your vendor's multirow block, there will be one button for each record, being displayed the same number of records displayed, but just those in a filled record will be functional...

You could try it with a generic caption. At least in Forms 5.0, you cannot have a different label for each instance of the item in a multirow block.
Maybe in Forms 6...
But, if you don't mind hard programming, you can create N buttons in a master or control block (where N is the number of records displayed in your multirow block) and manage yourself the synchronization of them with the vendors... (you can even undisplay them, for empty records...) It's the kind of task I like, myself, but it's a hard one, though.
