I don't know if I get the right problem, but why are you creating problems
which doesn't exists :
why do you try to convert that value through a PL/SQL statement instead of
capturing the value into a Text Item of Date type that has the format mask :
MM/DD/YYYY HH24:MI:SS.
Once again, sorry if I didn't get the point, OK ?
