ODBC Client Automated Setup

How do you automate setting up oracle instances in the 32-bit ODBC settings for a win95 client? I'm not well versed in the ODBC settings game.
I've got about 300 users I need to change settings for as dba is having us move to a different set of Oracle instance names.
Manually I would have them do Start->Settings->Control Panel->32-Bit ODBC. From there, choose Add, Oracle73 Ver 2.5, and enter in INSTANCE_NAME in both the "Data Source Name" and "SQL *Net Connect String" fields. When this is done the \Windows\Odbc.ini file gets updated with the information.
I had planned on sending a Lotus Notes email message with a button to press that would modify the Odbc.ini file but need to come up with a better way now as it does not work.
A Lotus Notes application is the front end used for connecting to Oracle tables, but we are using the Oracle73 Ver 2.5 driver from Oracle, version 2.05.0301.
Any thoughts out there as to automated this? Editing the registry would not work well so I've not even tried researching it as a route to take.
