Installation of Oracle 6

I have a problem with Developper 6 installation on a particular machine. After I have run the installation and try to start Form Builder, I get the error message "Unable to initialize development environment" what can this be??

I have tries uninstalling, removing the entries from the registry and then
reinstalling.
NB Forms 50 works perfectly.
