Tool to rename filenames

I need a tool to rename filenames. It must be possible to run this from a library module.
I have looked at the d2kwutil library to do this but could not find a procedure that does this.
The host command <rename> does not seem to work on a NT machine (does work on 95 machine).
Because of speed issues I need a rename command and can't use the Win_api_utility.copy or move command
does anybody have a suggestion.
