Enterprise Manager acting on a trigger?

Hi Folks;

    I was looking for a quick and dirty way to send e-mail automatically as a part of when a job runs or a trigger is called. I was advised by an Oracle rep that this would be possible using the Enterprise Manager. I have it installed, but it appears to me that the main events that it can respond to are all related to things like whether the db is up or down, table sizes are out of whack, listeners are down, etc. in other words db events. As an application developer, can I use it to trigger sending e-mail when a row is inserted or a job is run? I am guessing that I got bad advice and will need to go ahead and compile some C functions that Ii found that will allow me to access mail-x from within pl/sql code. Let me know what you think.
