Designer 6.0 Pre-Production User Logins

I have a running repository for Designer 6.0 Pre-Production release. As long as I log in as the repository owner, there is no problem. However, if I try and log in as another user I get "CDI-20039: This user does not have an installed Repository." The associated help message is "If you are trying to connect to an installed Repository, ensure that the Repository has been installed correctly and that you are using the correct username for the Repository owner."

This seems to imply that only the repository owner can log into Designer, so what's the point of the ability to define other users of the same repository? Is this a "feature" of the pre-production release?

Note: The user I am trying to log in recorded as a valid Oracle user in the repository database (D704) and has been recorded in Designer as a valid user for the repository in question. Reconciliation of the user ran without any reported problem.
