No, not exactly.
Triggers that fire in Enter-Query mode are limited, however
When-New-Item-Instance and/or When-Button-Pressed may suit your purpose.
Validation is also difficult. The easiest way is to check for bad values in
a Pre-Query trigger, raising form_trigger_failure.
