Are you mean one tab for each department? In any case if you want to spread a block on any number of tabs you have to use item groups. If you want to display diferent blocks on a number of tabs, you have to use a dummy block with the desired number of tabs and place the blocks on stacked canvases. You need to write code to display each stacked canvas when the appropriate tab is selected.
If there are something easier I would like to know.

I think not. Every developer form is a separate window.
