My favorite program with a debugger for Oracle is SQL Studio. Luckily my 16 bit registered copy still works. Unfortunately the product went from Stanford to Eventus to Informix back to Eventus and now to Quest which I think wants to bury it in favor of their SQL Navigator.
Actually SQL Navigator's debugger is pretty good. And when I can no longer use SQL Studio it will become my standard. But if you can find an old copy of SQL Studio laying around just install the 16bit Oracle client and enjoy it while it lasts.
