Forms 4.5 Scroll bars only for normal sized window??

I figured out how to turn on the scroll bars from the window properties: horizontal scroll bar - true
vertical scrool bar - true
but I would like to have these properties to be false until someone normalizes the window and/or sizes it.

I tried the following code in a When_Window_Resize: set_window_property('page_1',horizontal_scroll_bar,property_true);

but horizontal_scroll_bar is not a property of set_window_property.

any other ideas of how to work this? is it available in 5.0 or 6.0?
