Help: WebDB and OAS

Has anyone successfully installed WebDb as a cartridge under OAS? The installation guide seems straight forward enough but I can't get wdbctx to come up. When I type in http://hostname/wdbctx it chugs for awhile and then returns a service not available message. Any help would be appreciated!
