You didn't say which version of Forms you are using but in Forms 5 you can set NEXT and PREVIOUS Navigation Items in the Property Palette.

The ENTER key advances to the next line whereas the TAB key WILL advance to the NEXT-NAVIGATION-ITEM as defined in the the Property Palette of the Item concerned.
