ORACLE WEB SERVER UNABLE TO START!!!!!!!!!!!!!!!!

hi,
I have ORACLE 7.3.2 on WINNT 4 with web server installed. I want to enable it.
Web listner service is started.
To start web listner
i did WLCTL start 80
It gives
'FAILED TO START WEB LISTNER , PLEASE CHECK APPLICATION EVENT QUEUE' same is the case with differnet port also.
