Discoverer 3.1 upgrade - Problem with EUL

When upgrading to Discoverer 3.1 form 3.0.8 another person started an Administration session. This person was in Discoverer 3.0.8 while I was upgrading the End User Layer for the same instance in Discoverer 3.1. This caused me to get a run time error and forced me to reboot my workstation. Now if I try to upgrade the End User Layer on the same instance, I'm not prompted to upgrade. Instead I get the following:

"You do not have access to any End User Layers (EUL). You must create at least one EUL to which you have access to use Discoverer. Do you want to create an EUL now?"
There are five instances I need to upgrade the End User Layers from 3.0.8 to
3.1. All use the same End User Layer user name. And...all are done except
the instance in question. Is there a way, to correct this problem without
having to delete the End User Layer? The Oracle databases are on HP UNIX
servers and Discoverer is installed and run from an NT 4.0 server on our
LAN.
