For this very reason, we develop ALL of our forms to fit on a screen set at 640 x 480, which most 14" and 15" monitors run at. There is no automatic method of resizing your screens that I have heard of. It involves changing fonts, moving fields around, and probably shortening the words in your boilerplate. There is no way an automatic tool could make the decisions on how to move or change each field on your form.
