forms 5.0, throw/catch

I need a form (5.0) to throw a signal to another program (in C) on another machine, then catch the response. I assume that dbms_alert and dbms_pipe are oracle app-to-oracle-app.
I guess what I need to know is how to execute a C program from an event in the form, then wait for that response. Is there a way to get dbms_alert and a standalone C program to communicate?
