Help needed - dynamic Creation of HTML-Files

i need help to the topic.

create a html-file which using a query customer-->telephone number and should save it in a directory (if necessary create a new version of the existing html-file) and check the exisiting links for failure. i know that there is a similar application/tool offered by microsoft, but this software only works with iis. on my system runs a apache web server.
