Part of the problem in answering is that the 2 products are very different. Designer is an integrated CASE tool that supports the entire SDLC (including application generation).
VB is a 3GL.

Probably a closer fit to VB would be Oracle Developer. Developer has a somewhat higher learning curve but is much morfe productive in the hands of a skilled team. Designer is frequently used to generate Developer applications.
