Hi, TOAD is freeware, as someone else pointed out, but they've put in this expiry date and nag screen and that means that you have to perhaps download and reinstall a new copy once every two months or so.... I'm not sure about downloading, but my copy tells me that it will expire on the 31st of March.....
A nicer alternative, in my opinion, is PCSCC Sharewares tool, FROG. Not only is this completely free, but the source code is also provided, and they encourage ppl to modify and post the results back. The only catch as far as I could see is that the app requires a fairly big download of the Delphi deployment kit DLLs... after that the rest is a breeze, and not only direct entry of data, but lots of other SQL tricks are possible with this tool..
