     The upgrade process from 2.3 to 4.5 is done via the
     Forms Generate option.  This is similar to the upgrade from
     2.3 to 3.0 and all V2 style triggers are not altered.

     You can leave these as they are with no problems, although
     we normally recommend that you replace any "select ... from
     dual" statements with PL/SQL procedural logic, as this will
     improve performance.

I know of a tool that claims it can convert 2.3 triggers to PL/SQL, but I'm not sure what company sold it, or if they still sell this product, and I have no experience with it.
(I think it was Comtecno, now USoft, in Naarden, the Netherlands)
