ORA DEV Strategy

We are about to embark on our first major Oracle application. Since the in-house Oracle app development experience is not solid, we are contemplating outsourcing. The vendor is suggesting 100% Developer/2000 generated code from Designer/2000. Meaning, it will only use DES/2000 to generate 100% DEV/2000 code. The vendor thinks that the task can be completed in 4 months.
The application is OLTP and critical. Our concerns are:
- How good is the 100% generated code bit?
- We want our apps to be internet enabled.
- How realistic is the time frame. This is a from scratch project that involves user interfaces, batch processing, communication with remote programs, and the works.
- Can anyone suggest an alternative development strategy?
