Oracle Forms vs. C++

The project I am currently working on is justing starting up and are in the process of selecting a tool. We have little to no experience with Forms or C++, but they have been given to us as the best choices. We like what Oracle has to offer from a database side and have a good amount of experience with it, however we are still up in the air about front-end tool. We have a requirement of making the application accessible across the internet. Additionally, the application will be query intensive. These two requirements seem to make Forms a good choice because of its ease of Web deployment and use of PL/SQL / Oracle DB integration to improve query performance. However, I am not sold on the strength of Forms from a UI standpoint.

Can Forms applications be deployed across the internet/intranet without being displayed in the runtime window?

What is the learning curve for Forms? C++?

Any other tools that may compare?
