I think your problem is due to the setting in TNSNAMES.ORA. This file is used to specify the protocol used and their address of any Oracle server.

Examine the TNSNAMES.ORA and try to reconfig your database service with TCP/IP protocol rather than IPX/SPX. You should see the protocol used and the address of your target "service"(those connect string at the bottom of your login screen).

I would suggest you to use Net8 Easy configuration to do so.
