It depends of improvements of Java DEV/2000 engine. I prefer to learn JDeveloper and write Java code , is more complex but you gain more control of your applications and benefits in performance .In future versions with JDeveloper you will be able to develop Corba objects and stored procedure directly in Java. We don't use Designer at the moment ..
